This document stipulates the basic requirements, design requirements, construction requirements, quality acceptance, operation and maintenance, alarm management and optimization, and other technical requirements for the safety monitoring of major hazard sources of dangerous chemicals.
This document applies to the safety monitoring of major hazard sources for new, modified, or expanded construction projects of dangerous chemicals in enterprises engaged in the production and operation of dangerous chemicals, as well as chemical enterprises using dangerous chemicals for production.
This document does not apply to major hazard sources of dangerous chemicals constituted in the following situations:
a) Urban gas;
b) Underground water-sealed cavern storage facilities and underground gas storage facilities;
c) Transit warehouses and stations for the external transportation of dangerous chemicals (including rail, road, waterway, and air transport methods);
d) Storage and operation of dangerous chemicals in port areas;
e) Dangerous chemicals used for national defense scientific research and production.
