Materiel Inspection Process 4.1 Inspection Methods: After the seedlings arrive at the site, the production supervisor inspects them. The inspection mainly involves assessing the seedlings' quality and specifications against the contractual requirements through visual inspection and actual measurements. 4.2 Material Inspection: Review the delivery note, plant quarantine certificate, or local quarantine certificate, and seedling labels. 4.3 Seedling Inspection 4.3.1 Pre-unloading Inspection: Check whether the seedlings' quality, origin, and protection measures during transportation comply with procurement requirements, in accordance with the provisions of DB11/T212. Inspect the seedlings and root balls for compression deformation or damage, and verify whether the numbering marks on the seedlings were applied by the purchaser. For shaped trees and valuable seedlings, compare them with photos. 4.3.2 Post-unloading Inspection: Check the root balls, seedling appearance, growth vigor, and specifications. 4.3.3 Root Ball Inspection: —— Ensure the root ball is intact and not disintegrated. —— Verify that the specifications meet standards. —— For tightly packed root balls, inspect their shape. For soft or penetrable root balls, open the packaging for further verification to prevent fraudulent root balls. 4.3.4 Appearance Inspection: —— Check for bark peeling, cracking, or traces of iron nails on the trunk. —— Inspect evergreen seedlings for localized peeling, fake bark, or damage to the top of the crown, as well as any bundling with sticks. 4.3.5 Pest and Disease Inspection: —— Check for visible pest
