Scope
This document describes an objective flicker effect visibility (SVM) measurement method that can be applied to performance testing of lighting equipment under various operating conditions. The flicker effect considered in this document is limited to the objective evaluation of transient light modulation in lighting equipment by human observers in typical indoor lighting conditions (>100 lx) and with moderate motion (<4 m/s) of the observer or nearby objects. The applicability restrictions of the flicker effect visibility evaluation parameters are described in Appendix B, Section B.1. For the evaluation of undesirable flicker effects in other applications, such as the misperception of rapid rotating or mechanical motion in industrial environments, other indicators and methods are required. This document aims to establish an objective basis for the performance evaluation of lighting equipment in terms of flicker effects. It does not consider changes in light color over time (chromatic effects). This document describes the SVM method, but does not specify any limits. The objective methods and procedures described in this document are based on the content of CIE TN 006:2016 on transient light artifacts (TLAs). The method described in this document is applicable to the objective evaluation of flicker effects in lighting equipment powered by any type of power supply, such as AC power, DC power, batteries, or external dimmers.
