Scope

This standard applies to guiding petrochemical industry pollutant discharge units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information online, as well as guiding issuing authorities in reviewing and determining the permit requirements for petrochemical industry pollutant discharge units. This standard applies to the management of pollutant discharge from petrochemical industry units that emit air pollutants and water pollutants, including those specified in GB 31570, GB 31571, and GB 31572 for petroleum refining, petrochemical, and synthetic resin industries. Among petrochemical industry pollutant discharge units, production facilities and emission outlets that comply with GB 13223 are subject to the "Technical Specifications for Application and Issuance of Pollution Discharge Permits in the Thermal Power Industry" specified in Annex 1 of Circular No. 189 [2016] of the Ministry of Environmental Protection; production facilities and emission outlets that comply with GB 13271 shall refer to this standard, and the technical specifications for application and issuance of pollution discharge permits for boilers shall be implemented after their promulgation. For other production facilities and emission outlets of petrochemical industry pollutant discharge units that discharge industrial wastewater, waste gas, or toxic and harmful air pollutants as specified by the state, the "General Provisions for Application and Issuance of Pollution Discharge Permits" shall be implemented.
