Scope

This standard applies to the entire process of applying for, issuing, implementing, and supervising pollution discharge permits. It also applies to guiding polluting units in conducting environmental management record keeping and preparing and submitting implementation reports. Where there are technical specifications for applying for and issuing industry-specific pollution discharge permits (hereinafter referred to as "industry technical specifications"), they shall be implemented in accordance with the industry technical specifications; where there are no industry technical specifications, they shall be implemented in accordance with this standard; where the industry involves general processes, the technical specifications for applying for and issuing pollution discharge permits for general processes shall be implemented. When formulating industry-specific or general process-specific technical specifications for applying for and issuing pollution discharge permits, the "requirements for environmental management records and the preparation of pollution discharge permit implementation reports" can refer to this standard.
