Scope
This document specifies the requirements for ensuring the integrity of wind turbine blade engineering and appropriate operational safety levels throughout the blade's design life, including:

—— Material selection, evaluation, and testing;
—— Blade manufacturing (including related quality management);
—— Transportation, installation, operation, and maintenance.
This document aims to provide technical reference for wind turbine blade designers, manufacturers, purchasers, operators, third-party agencies, and material suppliers, and to define the certification requirements for blades.
This document provides detailed content to meet the current IECRE certification system and other IEC standards related to wind turbine blades. When used for certification, the applicability of this document should be determined based on the certification scope and relevant modules of the IECRE certification system.
Compliance with IECRE and other IEC wind turbine blade standards should be determined based on the certification scope and relevant certification modules of the IECRE system. The wind turbine blade refers to all components integrated into the blade design, excluding the removable bolts and mounting brackets in the blade root connection. The main material system integrated includes fiber-reinforced plastics (FRP). This document applies to horizontal-axis wind turbine blades, as well as small wind turbines designed according to IEC 614002.
When developing this document, the vast majority of blades were manufactured from FRP for horizontal-axis wind turbines. However, most of the principles outlined in this document also apply to wind turbine blades of any structure, size, or material.
