Scope

This document provides methods for social organizations to identify vulnerable groups in natural and man-made emergencies (including those caused by intentional and accidental factors), include them in the emergency response process, communicate with them, and provide support. At the same time, this document also includes guidelines on how to continuously improve the measures to provide assistance to vulnerable groups in emergencies.
