本标准规定了非自行指示秤（以下简称“秤”)的术语和定义、产品型号、计量要求、技术要求、试验方法、检验规则、标志、包装、运输和贮存。本标准适用于以机械杠杆传力、通过游砣在计量标尺上的移动和(或)增砣的增减来平衡被测物的重量，通过计量杠杆的摆动来确定平衡状态，从而获得称量示值的机械杠杆秤。注：本标准所指机械杠杆秤主要包含机械台秤、案秤、地上衡和地中衡等。
