Scope
It applies to all kinds of characteristic festivals held in Hainan Province in various forms and scales, including folk festivals unique to Hainan or rare in other provinces, various local festivals newly planned and established after Hainan became a province, with tourism activities as the main content, and traditional Chinese folk festivals that are quite different from the customs of other provinces and cities. It also applies to the management institutions of all characteristic festivals in Hainan Province, which supervise, assess, and evaluate the effectiveness of the activities.
