Scope

《电磁兼容限值》的本部分为不平衡设施（即导致电压不平衡的三相设施)接入公用中压、高压、超高压电力系统的基本要求（低压设施将在其他国标文件中规范)提供一种指导原则。本部分中的不平衡设施是指导致系统电压不平衡的三相设施（可以是负载或者发电设备)。没有专门针对单相设施的接入进行说明，因为这类设施的接入受系统运营商或者业主控制。但在考虑单相设施的接入时这些通用的原则也可适用。本部分的主要目标是指导系统运营商或业主的工程实践，以便为所有接入的用户提供足够的服务质量。但在涉及设施时，本部分无意替代设备的发射限值标准。
本部分侧重于系统吸收骚扰方面的容量分配；没有涉及如何缓解骚扰及如何扩展系统的容量。
由于本部分所突出的准则是基于某些必要的简化和假设，因此不能保证这种方法能为所有的不平衡负荷提供最佳的解决方案。就工程而言，宜在全部或部分的评估程序中灵活使用和评判所推荐的方法。
