本标准规定了卫星导航定位基准站网络实时动态测量（RTK）技术实施控制测量、地形测量的参考基准、基本要求，以及外业观测、数据处理和检测的技术要求和方法。
本标准适用于相应等级的卫星导航定位基准站网络实时动态测量。利用单一基准站、多基准站进行实时动态测量可参照本标准执行。
