Scope

1.0.1 In order to ensure that the construction of primary and secondary schools meets the national standards for running schools and adapts to the needs of building safety, practicality, economy, greenness, and aesthetics, these guidelines are formulated. 1.0.2 These guidelines apply to the planning and engineering design of new, renovation, and expansion projects for urban and rural primary and secondary schools (including incomplete primary schools). 1.0.3 The design of primary and secondary schools shall comply with the following principles: 1. Meet the requirements of teaching functions; 2. Be conducive to the physical and mental health of students; 3. Ensure the inherent safety of the campus and the full-process safety of teachers and students on campus. The campus shall have the disaster prevention and shelter capacity stipulated by the state; 4. Adhere to the goals of people-oriented, meticulous design, technological innovation, and sustainable development, and meet the basic principles of environmental protection, land conservation, energy conservation, water conservation, and material conservation; and shall also meet the principle of being conducive to saving construction investment and reducing operating costs. 1.0.4 In addition to complying with the provisions of these guidelines, the design of primary and secondary schools shall also comply with the provisions of the relevant current national standards.
