Scope

Main Technical Content: 1. Scope This document specifies the terms and definitions, basic requirements, transaction principles, transaction digitization, transaction subject requirements, and service quality control for rural property transaction and digital trading services. It applies to various fields in Hainan, including rural (including agricultural reclamation) land, attached structures on land, freshwater aquaculture, aquaculture water surfaces, agricultural engineering projects, agricultural carbon sinks, forest rights, rural enterprise equity and intellectual property, and state-owned agricultural land, etc. It does not apply to traditional land and housing property transactions in Hainan or state-owned construction land. 2. Normative Reference Documents The content of the following documents is incorporated into this document through normative reference. Terms and Definitions The terms defined in GB/T 40638 and GB/T 38748, as well as the following terms and definitions, apply to this document. 3.1 Rural Property The collective ownership of assets owned by rural collective economic organizations, the ownership of all land and attached structures owned by the state-owned agricultural reclamation system, and the collective members' and agricultural reclamation workers' rights to operate, use, benefit from, and dispose of these assets.
