This document guides the construction of a unified, well-distributed, orderly-operated, and reliable electronic certification system for human resources and social security across the country; guides human resources and social security departments at all levels to build a reasonable electronic certification system and provide standardized electronic certification services for human resources and social security business systems; guides human resources and social security departments at all levels to establish an electronic certification application technology support system for application systems, providing safe, standardized, and easy-to-integrate electronic certification service interfaces, and providing effective security mechanisms such as identity authentication, digital signatures, and data encryption/decryption for human resources and social security business systems.
