1.0.1 为贯彻执行国家“安全第一、预防为工、综合治理”的安全生产方针，确保施工人员在使用工具式脚手架施工过程中的安全，依据国家现行有关安全生产的法律、法规，制定本规范。 1.0.2 本规范适用于建筑施工：中使用的工具式脚手架，包括附着式升降脚手架、高处作业吊篮、外挂防护架的设计、制作、安装、拆除、使用及安全管理。 1.0.3 工具式脚手架的设汁、制作、安装、拆除、使用及安全管理除应符合本规范外，尚应符合国家现行有关标准的规定
