Scope

1.0.1 In order to build a low-impact development system for urban stormwater, construct or restore water and ecological environments, and achieve total runoff control, peak runoff control, and runoff pollution control for stormwater at its source, so as to ensure that low-impact development stormwater systems in buildings, residential areas, and industrial parks are technologically advanced, economically reasonable, and safe and reliable, these guidelines are formulated. 1.O.2 These guidelines apply to the planning, design, construction, acceptance, and operation management of sponge-type civil buildings and residential areas, industrial buildings, and industrial park stormwater control and utilization projects. They do not apply to stormwater utilization projects that use rainwater as a source of drinking water. 1.O.3 Stormwater control and utilization projects should reasonably adopt various technologies of low-impact development stormwater systems based on the specific circumstances of the project, the local water resources situation, and the level of economic development. 1.O.4 Stormwater control and utilization projects can adopt technical measures such as infiltration, retention, storage, purification, utilization, and discharge. 1.O.5 Documents in the planning and design phases should include content on stormwater control and utilization. Stormwater control and utilization facilities should be planned and designed, constructed, and used simultaneously with the main project. 1.O.6 Stormwater control and utilization projects should adopt measures to ensure personal safety and safe use and maintenance. 1.O.7 Stormwater control and utilization projects should be designed in coordination with outdoor site planning, landscape design, architecture, and water supply and drainage, among other disciplines. 1.O.8 The planning, design, construction, acceptance, and operation management of stormwater control and utilization projects in buildings and resident
