Scope

This standard specifies the general requirements for self-monitoring by polluting units of rare rare earth metal smelting, the formulation of monitoring plans, and the basic contents and requirements for information recording and reporting. This standard applies to polluting units of rare rare earth metal smelting that conduct self-monitoring of water and air pollutants, noise, and the impact on the surrounding environmental quality during the production and operation phase, specifically including units of GB/T 4754-2017, namely 3231 tungsten and molybdenum smelting, 3232 rare earth metal smelting, and 3239 other rare metal smelting. The contents and requirements for self-monitoring by tantalum and niobium smelting units belonging to 3239 other rare metal smelting shall apply to this standard; the contents and requirements for self-monitoring by zirconium and beryllium smelting units shall refer to this standard for implementation. The self-monitoring requirements for self-powered thermal power generation units (plants) and supporting power boilers shall be implemented in accordance with HJ 820. The requirements for environmental radiation monitoring and information disclosure shall be implemented in accordance with the "Measures for Environmental Radiation Monitoring and Information Disclosure by Enterprises Developing and Utilizing Associated Radioactive Minerals (Trial)".
