Scope

This part of GB/T 20090 specifies the reference software that meets the requirements of GB/T 20090.2. This is because any software that complies with the standard, including those that adopt the same standard-compliant encoding bitstream and the same file output format, will output the same file. The implementation that complies with GB/T 20090.2 does not necessarily strictly follow the algorithms or programming techniques of the reference software. The decoding software cannot exceed the technical description text of GB/T 20090.2.
