本文件规定了濒危野生植物人工培植的基本要求和原则，以及从业人员管理、场所及设施管理、繁殖体管理、人工培植技术管理、投入品管理、人工培植应用管理、档案管理等要求。
本文件适用于以有性繁育或无性繁育的方式开展濒危野生植物人工培植管理。
注：本文件所称“濒危野生植物”，是指《国家重点保护野生植物名录》（2021）、《濒危野生动植物种国际贸易公约》附录Ⅰ和Ⅱ涉及的植物种类、《中国生物多样性红色名录—高等植物卷（2020）》易危、濒危、极危等级的植物种类、极小种群野生植物以及省级重点保护野生植物等。
