Scope

Main technical content: This standard classifies data brokers into three types: data application type, technical service type, and entrusted operation type. The maturity level of data brokers' capabilities is divided into five grades: initial level, managed level, robust level, quantitative management level, and optimization level. The requirements for data brokers' capabilities are divided into five capability domains: ecological collaboration, organizational guarantee, data security, data operation, and technological innovation. Among them, ecological collaboration includes two capability items: industrial chain partners and ecological cooperation mechanisms; organizational guarantee includes four capability items: personnel guarantee, performance scale, capital investment, and technical environment; data security includes three capability items: fulfillment of regulatory obligations, data security control measures, and data security capability maturity; data operation includes six capability items: data scale, data quality, data governance, data application, data platform, and operation effect; technological innovation includes four capability items: standard specifications, intellectual property, R&D investment ratio, and product innovation. According to the relevant management and technical requirements, corresponding evaluation methods are proposed. Finally, based on the 19 capability items and the five levels of data brokers' capability maturity proposed in this standard, a rating scale is defined.
