This document establishes an evaluation system for scientific and technological achievements, and stipulates the basic process, methods, and tools for evaluation.
This document is applicable to the pre-evaluation, mid-evaluation, and post-evaluation of scientific and technological achievements transfer and transformation or meeting other market demands. The evaluation results can be used as a reference for decision-making in matters such as performance appraisal, auditing, supply-demand matching of technical transaction targets, transaction negotiation, achievement selection, talent selection, and resource allocation by management or investment and financing institutions.
This document is applicable to evaluations of scientific and technological achievements conducted by first-party (self-evaluation), second-party (evaluation by others), and third-party evaluators.
