Scope

This standard specifies the emission control requirements for atmospheric pollutants such as smoke opacity, mist droplets and particulate matter, sulfur dioxide, sulfur trioxide, nitrogen oxides, ammonia, and mercury and its compounds in boiler flue gas, as well as requirements for sampling and monitoring of atmospheric pollutants, and related provisions for implementation and supervision. For pollutants in flue gas not covered by this standard, the corresponding national and Zhejiang provincial standards shall be implemented. This standard applies to the emission management of atmospheric pollutants from boilers in Hangzhou City, including coal-fired, gas-fired, and oil-fired power plants; coal-fired thermal power plants co-firing sludge at various proportions; steam boilers and hot water boilers fueled by coal, gas, oil, biomass, and fluidized bed boilers. Boilers using coking coal, coal slurry, coal gangue, petroleum coke, and carbon black exhaust gas shall refer to the emission control requirements for coal-fired boilers in this standard. Brominated lithium units fueled by oil and gas shall refer to the corresponding emission control requirements for oil and gas boilers in this standard. This standard does not apply to boilers (incinerators) fueled by waste and hazardous waste. It applies to the emission management of existing boilers in Hangzhou City, as well as the environmental impact assessment, design of environmental protection facilities, and environmental acceptance of newly built, modified, and expanded projects. For boilers in high-pollution fuel zones designated by the Hangzhou Municipal People's Government, the relevant management regulations shall be implemented. If the environmental impact assessment documents or pollution discharge permits of construction projects require stricter standards than this standard, the approved environmental impact assessment documents or pollution discharge permits shall be implemented.
