Scope

本标准规定了突发事件响应的基本要求，以在突发事件响应组织内部，实现有效的应急指挥、信息管理、协调和合作。本标准适用于国家或地区所有参与突发事件准备和响应的组织（政府、法人及其他组织），如：a）负责及参与突发事件预防和应急准备的组织；b）在突发事件响应中提供指导的组织；c）编制应急指挥规范和计划的组织；d）建立跨机构/跨组织的突发事件响应协调和合作的组织；e）建立突发事件响应信息与沟通体系的组织；f）研究突发事件响应、信息与沟通，以及数据共享与协作模型的组织；g）研究突发事件响应中人因作用的组织；h）负责与公众交流和互动的组织。
