Scope

This document sets out the general requirements for the grading of new capabilities and stipulates the requirements for capacity building at CL1 to CL5 levels.
This document is applicable to all types of organizations with the following needs:
a) Conduct graded development of new capabilities and promote continuous improvement of new capabilities;
b) Develop and provide systematic solutions around the graded development of new capabilities;
c) Provide services for organizations to conduct graded development of new capabilities;
d) Evaluate their informatization and industrialization integration (hereinafter referred to as "two-in-one integration") management systems internally or externally (including evaluation agencies) to verify their new capability levels.
