This guidance technical document provides a framework guide for government departments to establish and implement quality management systems.
This guidance technical document is applicable to people's governments at all levels and their constituent departments, affiliated or dispatched agencies (hereinafter referred to as "government departments").
Note: Party committees, people's congresses, Chinese People's Political Consultative Conference, courts, procuratorates, and other organizations responsible for public management and services may refer to the requirements of this guidance technical document to establish and implement quality management systems.
