Scope

This standard is applicable to guiding polluting units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information online, and to guiding the issuance of pollution discharge permits by environmental protection departments to determine the permit requirements for polluting units. The application and issuance procedures for pollution discharge permits are referred to in Appendix A. Where there are technical specifications for the application and issuance of industry-specific pollution discharge permits (hereinafter referred to as "industry-specific technical specifications"), the industry-specific technical specifications shall be implemented; where there are no industry-specific technical specifications, this standard shall be implemented; and where the industry involves general processes, the technical specifications for the application and issuance of pollution discharge permits for general processes shall be implemented. The preparation of technical specifications for the application and issuance of pollution discharge permits for industries or general processes may refer to this standard.
