本标准规定了液化天然气(LNG)运输船在港区的安全航行以及LNG在接收站安全有效的传输过程中，对接收站、LNG运输船和港作服务方的要求。包括：
a)引航以及船舶交通服务系统(VTS)；
b)拖轮及系缆、解缆操作方；
c)接收站；
d)LNG运输船；
e)LNG运输船靠泊期间的燃料、润滑油、备用品的供应商及其他服务供应商。
本标准包含以下规定：
——船舶的安全航行、靠泊、系泊及从码头离泊；
——货物传输；
——船岸通道；
——船岸通信；
——船岸界面的所有仪表、数据和电气连接；
——液氮连接；
——压载水。
本标准适用于国际LNG贸易中的LNG船舶与中国LNG接收站的港口作业。
