Scope

This document specifies the emergency broadcast message transmission and command security protection mechanisms, emergency broadcast message encapsulation protocols, emergency broadcast digital certificate authorization protocols and management configuration protocols for FM digital audio broadcasting emergency broadcast systems, as well as the processing requirements for emergency broadcast messages by FM digital audio broadcasting front-ends and the requirements for the processing and display of emergency broadcast messages by FM digital audio broadcasting receiving terminals.
