Scope
This document is applicable to scenarios where fixed broadband access service operators provide public home fixed broadband access services via fiber-optic access (including FTTH, FTTB+LAN, etc.), but it is not applicable to non-fiber-optic access scenarios, nor to enterprise dedicated line access and cross-operator access situations. When providing fixed broadband access services to public home users using other access methods, this document can also be referenced for use.
