Scope

This document stipulates the basic requirements, prevention and control measures, publicity, and emergency response for inbound mail and express parcels during the outbreak of the novel coronavirus pneumonia (hereinafter referred to as "COVID-19").
This document applies to the prevention and control and management of inbound mail and express parcels from high- and medium-risk areas abroad during the COVID-19 outbreak, including but not limited to sorting and processing, transportation within the province, and final delivery, as well as the prevention and control work of enterprises, transportation vehicles, venues, and workers involved in handling inbound mail and express parcels. It can be referenced and implemented when applicable to other infectious disease outbreaks.
