Scope

This part of GB/T 17215.3 is only applicable to newly manufactured 0.5S and 1S class static reactive energy meters that are connected via transformers and used to measure AC reactive energy in 50 Hz or 60 Hz networks, as well as directly connected 1-class static reactive energy meters, and is only applicable to their type tests.
This part uses the traditional definition of reactive energy, where reactive power and electrical energy are calculated solely from the fundamental frequency components of current and voltage. See Chapter 3.
Note 1: Unlike the method defined in GB/T 17215.323, which is only applicable to reactive power and electrical energy in sinusoidal signal scenarios, the definition of reactive power and electrical energy in this part is applicable to all periodic signals. The reactive power and electrical energy defined using this method can enable appropriate measurement reproducibility for meters of different designs. According to this definition, reactive power and electrical energy typically reflect the useless current that can be compensated by available capacitors, rather than all useless current.
This part is only applicable to indoor and outdoor static reactive energy meters that consist of a single measurement unit and one or more meter enclosures housed within the same case. It is also applicable to one or more operational indicators and one or more test outputs. If the meter has a measurement unit for measuring more than one type of energy (multi-energy meters), or other functional units such as maximum demand indicators, electronic tariff registers, time switches, ripple control receivers, data communication interfaces, etc. are also housed within the same case, the relevant standards also apply to these functional units.
