本文件提供了标准化文件起草中需要考虑中小微型企业（SME)2)需求时的总体考虑，编制过程中需考虑的方面和最终审核时的指导和建议，并给出了相关信息。2）《关于印发中小企业划型标准规定的通知》（工信部联企业〔2011〕300号)中将中小企业划分为中型、小型、微型三种企业类型。本文件适用于标准化技术委员会、分技术委员会或工作组等标准化技术组织的标准化文件起草人员编制国家、行业、地方和团体标准化文件时考虑SME的需求，也可供SME参与标准化文件起草时参考。注： 本文件所称的标准化文件包括标准和标准化指导性技术文件。
