Scope

This standard specifies the general requirements, responsibilities, daily duty, emergency coordination and handling of sudden incidents, information reporting, training, workplace location, facility configuration, and basic requirements for inspection, supervision, and evaluation of the emergency management work of units in the government system of Shanghai City (hereinafter referred to as "units").
This standard applies to municipal and district (county) governments and their constituent departments, directly affiliated institutions and units, departmental management agencies, and municipal-level grassroots emergency management units.
The emergency management work of township people's governments, sub-district offices, and other units in Shanghai City may refer to this standard for implementation.
