This document stipulates the key targets and key areas for anti-terrorism prevention in the transportation of dangerous goods, the classification of key targets and prevention levels, the general prevention requirements, the normal-state second-level prevention requirements, the normal-state first-level prevention requirements, the abnormal-state prevention requirements, and the technical requirements for safety prevention systems. This document applies to anti-terrorism prevention and management in the transportation of dangerous goods. This document does not apply to the transportation of key materials for emergency protection in situations such as the domestic section of international combined transport by rail, military transport, and emergency rescue and disaster prevention and control.
