Scope

本标准是基础的安全出版物，主要用于技术委员会根据IEC Guide 104和ISO/IEC Guide 51规定的原则编写标准。
本标准不作为独立的标准来使用。
依据IEC Guide 104，技术委员会在起草、修改或修订其出版物时需要使用IEC 61140等基础的安全出版物。
