本文件确立了固体废物焚烧企业温室气体排放的核算原则与流程，界定了核算边界与排放源，描述了核算方法，给出了数据质量控制与管理、报告格式和内容等。 本文件适用于省内从事生活垃圾、危险废物、污水污泥等固体废物焚烧活动的企业（单位）开展温室气体排放量核算。生活垃圾焚烧发电企业适用本文件。 本文件不适用于利用锅炉和工业炉窑协同处置固体废物。
