Scope

This document stipulates the requirements for the daily use and management of office buildings of party and government organs, including their structural and decorative features, water supply and drainage systems, electrical systems, ventilation and air conditioning systems, building intelligent systems, fire protection systems, special equipment such as elevators, boilers, and mechanical garages, energy-saving facilities and equipment, canteens and ancillary facilities, and auxiliary structures, as well as parking garages (lots). This document applies to the daily use and management of office buildings of party organs at all levels, standing committees of the People's Congress, administrative organs, CPPCC organs, supervisory organs, judicial organs, procuratorial organs, as well as people's organizations such as trade unions, Communist Youth League, and Women's Federation, and public institutions managed in accordance with the "Civil Service Law of the People's Republic of China".
