Scope

Scope: This document specifies the basic requirements, implementation process, technical indicators, and data processing methods for digital monitoring technologies of forest and grassland fires, including ground monitoring, drone monitoring, and satellite monitoring; Main technical content: The standard consists of eight sections, including six formal chapters and supporting appendices. Among them, the first three chapters are standardized document formats, namely, the scope of the standard, normative referenced documents, and terms and definitions; the last four chapters are the core content of this standard, which stipulate the technical specifications for monitoring forest and grassland fires using video, drones, and satellite technologies, as well as the basic requirements for the construction of an integrated aerospace-ground monitoring system. In addition, the standard includes four appendices. Except for the "Drone Monitoring Flight Modes" appendix, which is a normative appendix, the others are informative appendices used to supplement the technical specifications for monitoring using drones and satellites. Chapter III, "Terms and Definitions," provides definitions of specialized terms such as "digital monitoring technologies of forest and grassland fires," "ground monitoring technologies," "drone monitoring technologies," "satellite monitoring technologies," and "high alpine regions." Chapter IV, "Ground Monitoring Technologies," regulates the overall requirements, configuration requirements, implementation process, and technical requirements. Prior to seeking public comments, this chapter was originally titled "Video Monitoring Technologies," but later, considering that images produced by multispectral scanning sensors do not fall under the scope of video monitoring, we revised it to "Ground Monitoring Technologies" to broaden the scope of expression.
