Scope

This standard describes the guidelines, objectives, functional requirements, and guidelines for controlling and reducing fires and explosions on offshore oil and gas development facilities. This standard applies to the oil and gas industry: - fixed offshore structures; - floating production, storage, and offloading systems. This standard does not apply to mobile offshore facilities and underwater facilities, although some provisions contained in this standard can be used as guidelines. This standard selects fire and explosion reduction and control measures based on a hazard assessment of offshore facilities. In such assessments, the methods used and related recommended practices will vary depending on the complexity of the production process and facilities, the type of facilities (i.e., open or closed), the number of personnel, and the environmental conditions of the relevant operating areas. When using this standard, not only should attention be paid to meeting the requirements of this standard, but also to complying with the requirements of relevant laws, rules, and regulations related to offshore facilities.
