Scope

This standard stipulates the basic requirements for the registration of participation in basic old-age insurance for urban and rural residents, changes in insurance information, collection of old-age insurance premiums, recording of personal account rights and interests, payment of benefits, transfer of insurance relations, termination of insurance relations, service supervision, evaluation and improvement.
This standard applies to all levels of social insurance agencies (hereinafter referred to as "social insurance agencies") that handle basic old-age insurance for urban and rural residents, township (street) labor and social security offices (hereinafter referred to as "offices"), administrative village (residential) committees assisting staff (hereinafter referred to as "assisting staff"), and cooperative financial institutions.
