第一条为了规范锅炉压力容器专用钢板(带)制造许可工作，根据《特种设备安全监察条例》，制定本规则。第二条凡在中华人民共和国境内使用的锅炉压力容器专用钢板(带)，其制造许可应当符合本规则的要求。钢板(带)制造单位(以下简称制造单位)应当按照本规则的要求取得相应的《特种设备制造许可证》，其制造的钢板(带)方可用于锅炉压力容器(含气瓶)承压部件、受压元件的制造。第三条钢板(带)制造许可采取对制造单位进行鉴定评审与产品型式试验的方式进行
