本标准适用于整个结构、组成结构的构件以及地基基础的设计；适用于结构施工阶段和使用阶段的设计；适用于既有结构的可靠性评定。 工程结构设计宜采用以概率理论为基础、以分项系数表达的极限状态设计方法；当缺乏统计资料时，工程结构设计可根据可靠的工程经验或必要的试验研究进行，也可采用容许应力或单一安全系数等经验方法进行。 各类工程结构设计标准和其他相关标准应遵守本标准规定的基本准则，并应制定相应的具体规定。 工程结构设计除应遵守本标准的规定外，尚应遵守国家现行有关标准的规定
