Scope
GB/T 25000的本部分规定了开展质量测量工作的框架。本部分的内容如下：--质量测量参考模型； --不同类型质量测度之间的关系； --选择质量测度的指南； --构建质量测度的指南； --策划和执行测量的指南； --应用测量结果的指南。本部分还给出了质量测度和质量测度元素的选择考虑（参见附录A），测量可靠性和质量测度有效性的评估（参见附录B），编制质量测度的元素（参见附录C），质量测度的测量函数的归一化（参见附录D）以及ISO/IEC/IEEE 15939 中的测量信息模型（参见附录E ）。本部分可用于设计、识别、评价和执行系统与软件产品质量、使用质量和数据质量的测量模型。该参考模型可被开发方、需方、质量保证人员以及独立评价方，尤其是负责规定和评价信息通信技术系统质量的人员所使用。
