Scope

1.0.1 In order to standardize the supervision of highway engineering construction and improve the management level of project construction, these regulations are formulated. 1.0.2 These regulations apply to the supervision of new highway construction and highway reconstruction and expansion projects. 1.0.3 The main basis for highway engineering supervision shall include: 1 Relevant laws and regulations, technical standards. 2 Supervision contracts. 3 Construction contracts, project design documents, etc. 1.0.4 The supervision contracts shall clearly define the responsibilities and powers of all parties, and shall avoid unclear or overlapping responsibilities and powers. For self-supervision, the supervision institutions and their responsibilities and powers shall also be clearly defined in writing. 1.0.5 The supervision of highway engineering shall follow the principles of fairness, science, integrity, and self-discipline. 1.0.6 In addition to complying with the provisions of these regulations, the supervision of highway engineering shall also comply with the provisions of the relevant standards currently in force in China and the industry.
