本文件规定了四川省辖区内有色金属冶炼（铝、锌、铜、镍、钛、稀土）和晶硅工业排污单位的水污染物排放控制要求、监测要求和监督管理要求。 本文件适用于四川省现有的有色金属冶炼（铝、锌、铜、镍、钛、稀土）和晶硅工业排污单位的水污染物排放管理，以及新建、改建和扩建有色金属冶炼（铝、锌、铜、镍、钛、稀土）和晶硅工业排污单位建设项目的环境影响评价、环境保护设施设计、竣工环境保护设施验收、排污许可证核发及其投产后的水污染物排放管理。 本文件不适用于有色金属矿（铝、锌、铜、镍、钛、稀土）采选、有色金属（铝、锌、铜、镍、钛、稀土）再生及压延加工等工业。 本文件中未作规定的其他有色金属冶炼工业和其他水污染物，执行国家或四川省相关水污染物排放标准的规定。
