Scope

This document stipulates the basic content of the management system and work responsibilities for disaster prevention and mitigation in urban areas, risk assessment and hazard management, emergency plans, early warning and information reporting, publicity and training, emergency drills, emergency facility construction, rescue forces, material reserves, and work evaluation.
This document is applicable to guiding the streets (townships) of Shanghai City in carrying out activities such as reducing disaster risks, reducing disaster losses, and enhancing the comprehensive disaster prevention and response capabilities of streets (townships). The disaster prevention and mitigation work of residential communities (villages) and units can refer to this document.
