Scope
This standard specifies the general requirements for self-monitoring by oil storage facilities and gas stations, the formulation of monitoring plans, and the basic content and requirements for information recording and reporting. This standard applies to oil storage facilities (including the oil storage areas of docks) and gas stations listed in the "Classified Management List of Pollution Discharge Permits for Fixed Pollution Sources" that are subject to key management or simplified management of pollution discharge permits. These units shall conduct self-monitoring of water and air pollutants, noise, and the impact on the surrounding environmental quality during the production and operation phase. Oil storage facilities (including the oil storage areas of docks) and gas stations listed in the "Classified Management List of Pollution Discharge Permits for Fixed Pollution Sources" that are subject to registration management of pollution discharge permits may refer to the provisions of this standard to conduct self-monitoring. Oil storage facilities storing liquid organic chemicals may refer to the provisions of this standard to conduct self-monitoring. The self-monitoring requirements for self-powered thermal power generators (plants) and supporting power boilers shall be implemented in accordance with HJ 820.
