Scope

GB/T 44261 is applicable to various biometric recognition applications in video surveillance systems (VSS), including real-time operations against watchlists and post-event video data analysis. Under normal circumstances, the selected biometric recognition mode is face recognition, but this document also provides guidance for other modes (such as gait recognition). This document specifies the system design and standards for biometric recognition applications in VSS, as follows: -- Defines key terms used in biometric recognition technology specifications for VSS, including performance evaluation indicators; -- Provides guidance on camera type selection, camera placement, and image specifications for biometric recognition applications in VSS; -- Offers guidelines for creating watchlists (or watchlists) used for face image comparison with VSS footage, including selecting appropriate images of sufficient quality and determining watchlist size based on performance requirements; -- Proposes recommendations for the data format of face images and other related information (including metadata) obtained from video clips, which are used for watchlist images or obtained from operator observations; -- Specifies general principles to support VSS operators, including user interfaces and workflows, and emphasizes the need for properly trained personnel to ensure efficient and effective operations; -- Highlights the importance of establishing robust governance processes to ensure that implemented security, privacy, and personal data protection measures apply to biometric recognition technologies used in VSS (such as internationally recognized standards) and considering social factors in deployed systems. This document also provides information on related recognition and detection tasks in VSS, including: -- Estimating crowd density; -- Identifying individuals' movement patterns; -- Recognizing individuals appearing in multiple cameras; -- Using other biometric
