本文件规定了低碳出行项目减排量化评估基本原则、程序、量化范围、温室气体种类识别、基准线情景、评估减排量、项目监测、数据质量管理和减排量化评估报告编制。
本文件适用于城镇内个人使用公共汽（电)车、城市轨道交通、新能源小客车、合乘新能源小客车、合乘燃油小客车、骑行、步行等方式从出发地向目的地移动的低碳出行行为的减排量化评估。
本文件不涉及低碳出行行为所使用的相关载体产品生命周期减排量化评估。
