本标准规定了油墨中可挥发性有机化合物（VOCs）含量的限值，给出了相关的油墨术语和定义、分类、要求、试验方法、包装标志和禁用溶剂清单。
本标准适用于出厂状态的各种油墨。
本标准不适用于印刷时用于调节油墨上机性能的添加剂、稀释剂等，也不适用于印刷时用到的洗车水等产品。
